IPND Address Accuracy - Proxy Audits

Background
The Integrated Public Number Database (IPND) is a central repository of all Australian telephone numbers and addresses.
Callpoint was engaged by the ACA (now ACMA) to conduct the first address accuracy audit of the IPND in 2003. That tender tapped into our addressing, spatial and telecoms expertise.
Our IPND experience and capabilities were made use of by Hutchison Telecoms, when they sought a "proxy audit" in advance of the previous ACMA IPND audit in 2006.
"Score Rank" Reverse Engineered
In late 2005, ACMA provided each Data Provider with an overall address accuracy score. That score was based on the address accuracy of each record, from 0 to 350.
ACMA had not published the methodology by which the Score Rank was created. Importantly for Hutchison Telecoms, Callpoint reverse engineered the 0-350 "Score Rank". We also delivered analysis on each record and overall that facilitated implementation of corrective action strategies.
ACMA 2009 IPND Audit
Callpoint understands that ACMA will be using the same score ranking methodology in its 2009 audit as was used in 2006. This facilitates apples-apples comparisons with earlier audits.
